No services available, let down by poor cleaning

The reader needs to take into consideration that on the date of my stay, Covid is still very much an issue and there's also a Military coup and many protests. There's no moaning going on here, just a write-up of my experience. My stay was in a premier room and I hoped to enjoy a relaxing day and night. The room I was allocated (710) had a high window and no balcony. What was very disappointing was the lack of a balcony but also the chairs in the room were dirty and had multiple large stains, I definitely didn't want to sit on them. However a quick call to reception and the concierge immediately moved me to a room (713) across the corridor which had a balcony and a much more welcoming decor and this time the chair was clean. The bathroom had excellent waster pressure and instant heat but the sink just would not hold water with the plug fully pressed in. I made my way to the 9th floor to the bar, but couldn't enter the area - it was locked. The pool was also at this level but could see a sign saying hotel guests had to pay $10 USD to use it which really surprised me, but again I couldn't use it because it was locked. I went to reception to ask why the bar was locked and the concierge replied there's no staff available (Covid and coup). I returned to my room thinking I'll try the Spa, but again due to the other issues, no staff. I then tried to call room service for food - you guessed it, no staff therefore no food or drink, but I got a knock on my door about 10 mins later and a member of staff gave me four slices of white bread, 2 small portions of butter, an apple, and 3 sachets of sugar (better than a kick in the teeth and I was grateful as by this stage I was quite hungry). So, I'm in a hotel with all these services but none are operating. The wifi is free but very slow (average 100kb) and I think I was the only guest in the entire hotel. Concierge told me there was a G&G shop (sort of like a 7/11) literally around the corner from the hotel so I picked up a few beers and a small sweet bun). There's also a KBZ ATM right outside on the Hotel's premises but it was out of order. It's at this stage I discovered the in-room fridge was almost as shallow as a Trump supporter and I couldn't fit more than one beer deep. Still, the complimentary water was available which I accidentally spilled a little and cleaned up, to find the tissue was almost blackened from the dirt from the floor and a quick look at the bottom of my feet confirmed they were filthy. Considering I had a shower just earlier I knew that my room's floor was the culprit. Despite all these minor grievances, the room was comfortable and I felt quite happy in it, the bathroom overall was excellent and I'm disappointed in myself that I didn't make use of the tub as it's been well over a year since I've had a proper soak. Having a cigarette on the balcony was relaxing with a great view. The two members of staff I saw (one very briefly bringing food to the room) were excellent, well mannered and professional - I couldn't fault them and they were a pleasure to deal with. The thing that really niggles me, is at no point in the hotel's advertising is it stated that services are disrupted or in my case, totally non-existent, yet this is not reflected in the room price (all in about $75 USD). When I originally tried to call the hotel following my booking online for confirmation, no one picked up on the two occasions I tried (10 mins apart) as I would have tried to book my spa treatment and would possibly have discovered the other issues. So to summarise, what could have been a relaxing evening was basically just spent locked in a room. I'd stay here again, I'm not a moaner, just be aware if you're booking this hotel, ask if the services are available if you plan to use them, but I think the hotel management needs to rethink their policy of not having anyone attend the bar and/ or changing their room pricing to take this into consideration.
