If you go, head upstairs to the first floor for some delicious food and a place to watch the life in the street below. We went three times because the food, a mixture of Tibetan, Indian, Chinese and Western is excellent. It's also a great place to just go for a beer or a coffee and hang out, and there's free WiFi. Staff all speak English and the service is efficient. It is primarily full of tourists, so not the place to visit if you want a local feel. You can probably find this, more likely, downstairs.
Found this restaurant by chance on our first night in Lhasa. Went back for lunch and 2 more dinners in 3 days! Loved it. My favorite was "Cho" or yak meat salad. Delicious. They have Tibetan food plus some Chinese and western dishes, so can please most tastes. A bit on the expensive side but worth every cent. I would go back, and I did 3 times :)
