Lifelong learning facility with the Nagai Katsuichi Manga Museum on the first floor. Katsuichi Nagai is from Shiogama City and is known for publishing the monthly manga magazine Gallo. Gallo from the first issue, Ninja martial arts book born from Gallo serialization, "Kamui Den" and so on are stored and displayed.
