It is located near other attractions in city center it is hard to miss it. I would say it is symbol of the city so one photo there will be nice. There is nice park behind.

If you're into Soviet brutalist architecture, then this is definitely worth a quick visit if you're in the city. We just took some photos from outside of the imposing the building - not sure what it's like on the inside, but my friend and I both liked it.
