The city and its Arkansas counterpart form the core of the Texarkana Metropolitan Statistical Area, encompassing all of Bowie County, Texas, and Miller County, Arkansas. The trail is accessible from virtually anywhere within the park, with two main gateways marked by arching signs.

This 145-acre park features a spring fed lake, open green spaces with picnic areas, playground units, a splash pad, dog park, fishing piers and an 18 hole disc golf course. The 1.75 mile Phillip McDougal Walking/Biking Trail strolls throughout the entire park and is a favorite spot for the recreational or avid jogger.
