Driving the Bayshore blvd, the world's longest seaside promenade, will reward you seeing terrific homes on one side and Tampa Bay on the other (see that review). When reaching the end of it (some 15 min drive) continue further straight for few min and you'll reach this great park, open to the sea. Parking is free. The main attraction is the fishing pier offering terrific views of both, Tampa Bay and downtown Tampa.
