After reading other reviews about this Restaurant, we decided that it was a must to try on our next visit to Daugavpils. It is a traditional Ukrainian restaurant/cafe just off the main street of Daugavpils. The decor and menu is traditional and the waitress was alos dressed in the traditional national dress. Compared to some of the other Ukrainain restraurant I have visited this one is in the top 5!! The service was leisurely and we spent a nice afternoon in the restaurant. My wife liked the establishment that we booked her birthday party there on the next evening, again we had a great evening and we were able to bring our own drinks as well with no corkage charge. Again the staff were discrete but professional and the pace of the meal was leisurely and the choice of dishes large and non meat eaters are catered for.

Funny to look earlier comments of slow service. On the contrary. Our waitress was young and eager to be in service. Not good in English but everything came what we ordered. Bear and wine was good. Cesar salads were good, filled eggplant ok. Location is perfect by the walking street. So nice to enjoy summer evening and look at people walking by.

Very good place for a lunch: the offer is a soup + a meal + a drink + bread for 1,50 Ls or 2 Ls. There's a few different possibility everyday and the food is usually very good. Only thing to know: everything is in Russian or Latvian. But ask the waitress and enjoy!

I was twice in Plaza – once for a business lunch and for a corporate event. Business lunch was OK, nothing special, but portions were generous, food of good quality. Price is on the steeper side, but then, panoramic views of Daugavpils are on menu. Meanwhile the buffet for the corporative party was really praiseworth: immense variety and one tidbit was tastier than another. Eggplant rolls with wallnuts and fried mushroom caps were absolutely delicious. And they serve excellent draught beer. Interior is nothing special, but then, main accent are panoramic views so choose daytime to visit.

I'm not entirely sure how Tripadvisor can call Yoggi Bear in Daugavpils a "gastrobar", considering that it closes at 22:00, stops serving food long before that, and doesn't even sell beer never mind have a full bar. Those reasons were, after all, the reason why we went to this place for breakfast on our last morning in Daugavpils instead of for dinner the night before. Regardless of that though, we came along to sit outside, and a young Russian water came over to take our order. They have no printed menus available; the waiter tells it to you orally, and he didn't speak any English so foreigners visiting the cafe may struggle unless you know some Russian. The options that day were omelette, ham & cheese pancakes, or English breakfast. None of these sounded pretty appealing to me, as I wanted a real meal not a simply stereotypical cafe "breakfast option", but I settled, apprehensively, for the pancakes. The reason I was apprehensive was because I have had them before, supermarket-bought in Latvia and in cafes/bistros in Russia, and they have always had that weird processed American cheese taste.He gave us no prices for anything we ordered, and my cola was served lukewarm with no ice. Not a great start, but the food arrived after not too long a wait, and after a few mouthfuls I regretted being sceptical. Yoggi Bear completely reinvented these pancakes for me, and showed me that they can actually be done well. Definitely the best of these Russian ham and cheese pancakes that I have ever had.My girlfriend's breakfast was not a real English breakfast, not by a long shot. Cherry tomatoes were served instead of greasy tasteless grilled tomato, and for some reason they also threw a lot of red pepper and Parmesan over it as well (both traditional English ingredients, obviously). It also contained šķiņķis instead of bacon, which would have been a complaint had I ordered it, but she still liked it. Was it an English breakfast, like they had advertised? Not at all, but was it tasty and enjoyed anyway? Yes it was. So be sceptical about how they advertise the food here, but otherwise, actually, even for stereotypical "breakfast food", it was pretty good; the prices ended up being somewhere around €6 each, though it would have been good to know that in advance.

After wandering around central Daugavpils at 21:30 for around 20 minutes looking for somewhere to eat, only to discover that everywhere was either closed or closing despite the early hour, we were just beginning to give up. I then found this place listed on TripAdvisor, and we decided to walk down, and if it was closed, we would accept defeat and go get a Hesburger or Cili Pica before they closed too. Fortunately, when we reached the stairwell down into the restaurant, and asked the waitress downstairs if the kitchen was still open, she responded positively and showed us to a table. There were maybe two other occupied tables, but it was a Monday night. The interior decoration and underground scenic nature reminded me immediately of the well-regarded Folkklubs Ala Pagrabs in Riga, so we were hopeful that the food and beer would also be of good quality. The menu size was decent, and we both quickly found dishes that we wanted to try, which was good as our order was taken relatively fast too. Though, it struck me as weird that the menu was in Latvian, English, and French - no Latgalian or Russian to be seen. After ordering, we were brought a bread basket with a few butters; the waitress neglected to explain to us which butter was which, and we were left guessing, however. They had a decent beer selection, but unfortunately only one beer on tap - which was more expensive; available either unfiltered, light, or dark. I ordered unfiltered, which the menu had the price listed at as 1 litre. I was brought a 0.5l glass of it, which was confusing after I ordered 1litre, but fortunately at the end we were charged only for the 0.5l instead of the full litre.The food was brought after a normal waiting period after ordering, so at least seemed to be made fresh instead of simply being heated. My pork chop with brie was delicious: a good amount of cheese, with the side of potatoes in cheese sauce also really tasty, though a bit more cheese to cream in the sauce ratio would not go amiss. My girlfriend's chicken in shrimp sauce was also really really good, though she regretted ordering roast potatoes instead of the cheesy ones that I had taken. The food presentation was basic and simple; the place is simple Latvian, no-frills, hearty eating. The side vegetables cost extra and weren't included with the meal, which always strikes me as a little stingy in a restaurant, though also explained the even stingier salad portion here. In fact, the salad simply looked weird on the plate given how small it was. Still, the restaurant experience at Gubernators, despite some friends who used to live in Daugavpils later telling us we should have gone elsewhere, was a solid 4/5. I would happily return.
