To my knowledge, there's no public transit to get there, so you either need a car or a friend with a car. Luckily, I made friends with some locals who took me up there, and we had a great time. The waterfall wasn't anything particularly impressive (it was actually little more than a trickle), but we didn't care. We still had fun swimming in the pools (the temp was perfect for a hot summer day) and watching the iguanas lounge on the rocks and hide under the floorboards at the...restaurant (?). We didn't use any of the services, but staff members were there selling food and bevs. They also had a zipline, but we didn't do it, so I can't comment on the prices, how cool it is, etc. Overall, we had a fun and relaxing time at Salto del Penitente, and I highly recommend visiting if you like peaceful places in the beautiful outdoors.

Cerro Arequita is about 20km north of Minas, and public transit does go there (from the omnibus terminal in town). You can visit just for the day, or you can camp in (very) nearby Camping Arequita. They have cabanas (though I don't know the cost), or you can pitch a tent for $140 Ur. pesos a night. The campground has a pool, river swimming, a market, a restaurant, and hot water for showers. Hiking to the top of Cerro Arequita is easy, and I think the trail is only 3km or so (at least that's what my newfound friends--local Uruguayans--told me). The Ombu forest was particularly enchanting, but the view from the top was worth the little hike, especially at sunset. I highly recommend visiting and/or camping if you like getting out in nature and seeing beautiful landscapes.
